I used to live in the Philippines back in 2007. As part of my job I was issued an ACR which was not renewed as I left the Philippines. Fast forward to 2019 and I am married to a filipina and need a bank account. If I apply for an acr is there likely to be a problem as I had 1 before?
I can’t see there being a problem, assuming you are back in the Philippines and have a current valid visa.
